NC Rowan County - Question - Foreclosure sales at public auction?

NC does not sell tax lien certificates. Rowan County has foreclosure sales at public auction for unpaid R/E taxes.
I found a piece of property and I would like to buy it (make a bid).

One question - In NC (Rowan county specifically), foreclosure sales at public auctions are final? Meaning doess ownership transfers to winning bidder at completion of bid?

I understand tax lien certificates (not in NC). Can someone please clarify if I'm the winning bidder..am I the new owner and title transfers to me???

Excerpt from county's FAQs:
North Carolina does not sell tax lien certificates. Therefore, payment of the tax lien prior to sale at public auction will not transfer ownership of the property.

Public Auction:
The sale is conducted by the Rowan County Sheriff's Department and is held in the lobby outside of the Rowan County Clerk's office located in the Rowan County Courthouse. Notice of the sale is advertised in the Salisbury Post once a week

If a tax lien company has a tax certificate on some property how do we buy it?

I asked this in real estate also...but we are interested in buying some property in Oklahoma, but couldn't locate the owner...after some digging we found that they owe 4 years of back taxes on the place. If we want to purchase it do we have to buy the certificate from the tax lien company or speak with the owner? Any help would be great!! Thanks!
The thing that is making this so difficult is that I cannot track down the owner, all the numbers I have found so far are disconnected...I'm really not sure what else to do.

Is it short sale preforclosure: Tax lien certificates: Buying forclosures; or just investing and flipping houses? Or should i tyr John Becks 39.95 package deal called pennies on the dollar buying tax fofietied houses? On a scale of one to ten which is the best of the list i just mentioned?

My friend He has severe back problems and stays home all day but have lots experience in real estate he used to to buy rental properties and owned for a while and then sold them for some profit, But now it is not possible to do the same . Iis there any place in Real Estate he could make money without any lifting or repairing properties. I sugested Tax Lien certificates but I dont have any clue about that myself if it is the best. What do you suggest where can he excel as investor. I shall highly appreciate

How can I use self-directed IRA money to participate in internet auctions for tax-lien certificates?

I'm trying to get started in investing in tax-lien certificates using money in my self-directed IRA. I'd like to try participating in online auctions for county tax sales, but many of them require you to deposit some sort of "down payment" as good faith money. Does anyone know if/how I can get the money from my IRA for my deposit, so that my IRA completely holds the entire interest in these assets? Thanks in advance for your help.

I have been interested in foreclosures for the longest time but never decided to research further or take advantage of the market. Because it is a good time to buy I was hoping someone out there can offer some advice (in addition to the recent research I've been doing).

Because I don't know much about the process I will throw around a couple terms I've heard lately: REO, gov't tax lien certificate sales, title & bankruptcy search, property inspection, and HUD foreclosed.

I wanted to try a tax lien certificate but after doing research I'm seeing that this may not be the best way for me since I am so inexperienced. What is the best way for me to purchase a foreclosure and how do I get started? How long does the process generally take? Is there a way that I can see the property before bidding at an auction? If a property is a REO then I should be able to see the property before purchasing, right? Last question, When can I get the property inspected and a possible appraisal (before or after the property is bought)?

Whomever reads and answers this question, thank you in advance! I know this is a long question but I am serious about buying a foreclosure and doing the research necessary to attain this goal. Thank you.

Where can I purchase Cook County Illinois tax certificates or tax liens available for resale?

I am interested in purchasing property tax certificates in Cook County Illinois. I did not attend the tax sale auction, since I heard that there is too much competition that drives the interest rate to 0%, so I would like to buy a certificate in the secondary market or over the counter. I know that tax certificates are a good investment and tax buyers are very secretive and uncooperative to competition. Is there anybody that resells tax certificate in Chicago or Cook County? I am looking for certificates that will probably not be redeemed, so I can file a tax deed petition on them. Thanks much for your answers.
