NC Rowan County - Question - Foreclosure sales at public auction?

NC does not sell tax lien certificates. Rowan County has foreclosure sales at public auction for unpaid R/E taxes.
I found a piece of property and I would like to buy it (make a bid).

One question - In NC (Rowan county specifically), foreclosure sales at public auctions are final? Meaning doess ownership transfers to winning bidder at completion of bid?

I understand tax lien certificates (not in NC). Can someone please clarify if I'm the winning bidder..am I the new owner and title transfers to me???

Excerpt from county's FAQs:
North Carolina does not sell tax lien certificates. Therefore, payment of the tax lien prior to sale at public auction will not transfer ownership of the property.

Public Auction:
The sale is conducted by the Rowan County Sheriff's Department and is held in the lobby outside of the Rowan County Clerk's office located in the Rowan County Courthouse. Notice of the sale is advertised in the Salisbury Post once a week

  1. That is what it is supposed to mean, you get the title, the county has already taken deed to the property. Like any other government tax sale situation though it is always possible that they screwed up their part and government employees do not take responsibility for their actions. So, if it is screwed up (not too high of a chance) you are the one who will be responsible.
