  1. Read this:

Be careful. In many or most jurisdictions the original owner has the right of redemption for a certain period.

Count on title insurance to protect your interests. If you or your buyer can’t insure it, you don’t have good title.

  2. Hello Daniel It’s me answering your question again:

Right question is not who to ask but what to ask.

    However,
    Who to ask:
    Treasurers,
    Tax collectors,
    County Administrators,
    Sheriffs office,
    Appraisal Districts…

    What to ask:
    What contuct the auction?
    What are the minimum bids?
Where and when auction starts? Ask for exact time.
and most important WHY are they selling tax liens?

Daniel, my recommendation to you is all the questions you have asked are answered in details in that course, it is must read in my opinion.
